Building is the substrate beneath it — the operator who shapes raw material into the working substrate of the country. The framing crew. The harvest crew. The line at the factory floor. The shop foreman who carries the schedule, the people, and the weather in a single working day.
Every operation that builds is a system of feeds. Material in. Labor on. Production through. Quality out. The slope of strain reads in the small things — the supplier whose delivery slipped, the crew that is one person short, the line that ran two minutes slower this morning than yesterday morning.
Tektón was always the builder — the operator class the architecture was built for. Not the financier. Not the brand. The seat that shapes raw material into something the country needs.

The Operator
The seat is the builder, the farmer, the factory owner, the foreman, the production manager, the operator-class entrepreneur who is the entire executive layer of an operation that does real work. The class Tektón names has been carrying the country since the country was a country. They do not see themselves as institutional. They see themselves as people who work.
I built NexOS for this seat first. Not because it is the largest market. Because it is the seat the apparatus owes its first attention to.

Schedule, materials inbound, labor on hand, equipment status, weather, supplier signals, the small marks the operator already reads in passing.

Strain named in builder-class register. “Crew short by one tomorrow, supplier showing 48-hour slip on the steel order.” A Preport, not a report.
RESOLVES
Surfaced to the seat that can move on it. In the language the seat already speaks.
GATES
The operator decides. The Covenant is preserved in the simplest form — the apparatus does not order materials, does not adjust the crew, does not move money without authorization from the seat at the center.
Tektón is the operator class the architecture was built for. The apparatus reads what the seat already reads — and names what the seat has not yet had time to name.
