The operation

A balancing authority runs on margin that moves by the hour: load against generation, transmission against weather, a reserve number that looks fine right up until it doesn't. The signal that the margin is closing exists before the margin closes. It is usually sitting in a channel nobody is watching at three in the morning.

What changes

Forge reads that margin and projects it forward, so a closing reserve arrives as a call with odds on it instead of an alarm after the fact.

Tested here

Tested on EIA-930 across 37 balancing authorities at hourly grain. Floor skill of +30.4 to +61.0% over persistence at the measured lag, and breach-risk Brier of 0.005 to 0.030 against climatology's 0.033. Gates written before the data was opened.
